耶利米指出巴比倫人擄去以色列剩下的民，包括男女老幼，神「伸手攻擊這地的居民」，原因關乎祭司和先知的宗教領袖，主要有兩個：第一是「他們從最小的到至大的都一味地貪婪，從先知到祭司都行事虛謊」；第二是「他們輕輕忽忽地醫治我百姓的損傷，說：平安了！平安了！其實沒有平安」（耶六9-15）。他們作惡卻不知慚愧，並且他們以為見到聖殿就認為得到神與他們同在的表徵，成為他們平安的保障。可是神要巴比倫攻打耶路撒冷，就是向他們「討罪」。耶利米就因此而提出正確的方法去面對這局面。
